One of our most asked for features is the ability to navigate to any file in 
the file system for read/write purposes. We therefore request the following 
enhancements to the File menu:
 
1.	Add an Open File menu item, where the file can be anywhere in the file 
system and not necessarily part of a project
2.	Change the Save As menu item to optionally save in any part of the 
directory structure, not just the project's directory.

We also require a programmatic interface to implement the above functionality, 
and in which the file resource does not belong to any project. One way to 
achieve this is to provide a special project where it and its contents can be 
made hidden. All the contents of this "project" are by reference.

I would argue against defining a special project notion for this feature.
An interesting question is can we just open and edit the file directly, without 
requiring a project at all? (This would make it a non-core solution)
