There are several points at which animations are drawn even when the shell is 
not active.  This can happen if you change windows within one desktop, or 
switch to another desktop.  This is fairly easy to trigger -- start a job with 
progress and then cause an error in the job to occur.  An animation is drawn.  
If you've since switch away from the window (either to a different window or a 
different desktop), the animation is still drawn on top. 
 
I feel that the animation should not draw at all if the shell is not active. 
 
I have a feeling like this might be a duplicate of another bug, but I can't 
find such a bug.

There are currently no plans to work on this although we would be happy to review a patch

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
