Our icons are always small regardless of the settings in the window system. 
Windows scales fonts when the settings change - we should follow suit.

Steps
1) Set your window settings to Windows-Standard Extra large
2) The OS scales the icons but ours remain small

The icons resize in the taskbar, but other apps don't seem to scale their 
toolbar icons (e.g. IE, Word, Outlook express).
