On GNU projects it is typical to use the ChangeLog entry as the commit message; ChangeLog entries are required for all changes. It would be convenient if Eclipse understood this convention. For instance it could diff the ChangeLog and put the new entry as the default text in the Team->Commit dialog.
The solution for this is to open-up the commit operation and allow plug-ins to contribute policies. You could then add a GNU commit wizard that would update the ChangeLog and use the proper commit message.
