Right now the only way to add a URL to the list of symptom database URLs is to 
go find the preference page and do it there. If you're in the import wizard 
about to select the URL, you can't do it from here. So the user has to close 
the wizard, know that there's a preference page, find it, add it, then come 
back. It would be better if the user could somehow do it from the import wizard.

new Symptom service spec may change the whole symptom db user experience. This 
need review after we finallize on adopting the new Symptom server spec in 3.2

One solution will be to make the combobox editable

In the Import Symptom Database File wizard, after you click finish button,
symptom database service will validate the form of URL. 
Actually, any names/URLs added in combobox other than added in preferences page 
will not be accepted and a "Symptom Database Message" dialog will show up and 
say 
IWAT0038E Error loading symptom database file.
Reason: A MalformedURLException occured during the import.

So combobox is created in SWT.READ_ONLY style. 

I think it is a good design --- The URLs of symptom databases  must be 
added/editted/deleted in preferences page and be selected in the Import Symptom 
Database File wizard.

Resolving this as WONTFIX because it is a very old requirement and does not
seem to be a high priority because it has never been implemented.  It can be
reopened if it is felt to be a high priorty enhancement.  Otherwise please close it.
