We need a CVS preferences page that initially includes an option to 
enable/disable empty directory pruning and set the connection time-out

The user should also be able to specify the degree of quietness for CVS 
commands (non, -q or -Q).

A CVS Preference page has been added. Initial preferences include 
enable/disable of empty directory pruning, communications timeout and quietness 
level for cvs commands.
