Go to Window – Preference
Click on the category WorkBench – Font and Color
Click on the color palette
Turn on narrator 
Click on each color, the narrator cannot read out names for different colors 
and it reads nothing. (NOT EXPECTED)
Turn on MS JAWS
Click on each color, JAWS cannot read out names for different colors and it 
reads nothing as well.  (NOT EXPECTED)

I think there may be a step missing from your list there.  What "Color Palette"
do you click on in step three?  Do you mean the tree with the list of colours or
the actual colour dialog you use to chose the colour values?

This may be a dup of bug 60639.
Bottom line is that there is no platform mechanism to translate an RGB into 
a 'color name' string. As Grant says in 60639:
"RGB(255,0,0) is obviously "red", but what is RGB(102,11,250)?"
Also, note that screen reader users typically do not care about color.
