In the package-explorer, a package will be marked as "is outgoing" if some files
within the package are marked as "is outgoing". The problem is, that a package
"a.b" may be marked too only because the package "a.b.c" is marked. That does
not correspond to the shown hierarchy. Also the icons for warnings and errors
are calculated differently and more correct.

steps to reproduce:
1. make sure you have no outgoing changes
2. turn on "indicate is outgoing" in the options
3. change a file in the package a.b.c
4. both packages "a.b" and "a.b.c" will be marked

expected result:
only package "a.b.c" should be marked

This requires logical resource support from Team. 

Michael, can you please comment on this. Is something planned for 3.1.

This issue is included in those that are being considered for 3.1 but nothing 
is committed yet.
