It is useful to either compare 2 external files or a file in a project with a 
file on disk.  If this function is present, I have not been able to figure out 
how to do it.

You can compare two or three workspace resources (files and folders) with
'Compare with each other' in the context menu.

The Eclipse architecture doesn't allow to work on external,
that is non-workspace resources. As a consequence you can neither open nor
compare external resources. However you can always import the resources
temporarily.

Correct, the platform is designed to operate on a specific set of local files, 
namely those in the workspace.  We don't want to get into the business of 
operating on arbitrary files in the filesystem.

However, the compare framework does support manipulation of non-local files.  
For example, it allows comparison against files in a CVS repository.

I think this PR can be closed, but I'll move back to UI for final consideration.
