in cases where the user has said they want one perspective per window, the perspective bar is not needed. Having it there all the time conflicts with the desire to either have lots of tool bar items, have not tool bar or have small windows. Suggest that if the one perspective per window perference is selected, the perspecitve bar just not be drawn. That includes the curve, the open perspective button and the current perspective name/icon.
In Eclipse Mars you can hide the perspective toolbar completely and just switch the perspectives with the main menu Window -> Perspective -> Open Perspective. I suppose this bug is fixed.

I don't think so. If we have 1:1 window to perspective, there is no sense in having a perspective switcher. So this should automatically disappear as soon as the setting is enabled. Marking as bugday as this could be a small tweak in some renderer I guess.
