This issue needs to be resolved in order to meet accessibility standards.

I am pretty sure there was a bug report about this in the past but I can't 
seem to find it.

JAWS requires scripting to match an image to a word - it is not something that 
can be supplied by a component unless they also supply a patch.

Which standards are you referring to? This is not a 508 or IBM accessibility 
requirement to the best of my knowledge.

Carolyn I don't think there is anything for us to do here.

Closing this bug as "won't fix" because there is not enough detail. Which 
icons, specifically, are a problem and which requirement, specifically, is not 
being met?

MS JAWS cannot read the tool tips available for icons such as the New..., 
Save, Print icons (available in the application toolbar).

Oh - tooltips! You actually have to tell JAWS to read tooltips. Here's how:
In JAWS, select Utilities -> Configuration Manager
Then in the window that opens, select Set Options -> Verbosity Options...
In the dialog that opens, make sure you have "Verbosity Level" set 
to "Beginner, Highest" and click "Beginner Preferences".
At the bottom of the list, check "Tool Tip". Then click OK, and OK again.
Now, in the Configuration Manager window, select File -> Exit, and in 
the "Save Settings" dialog, click YES.
Now JAWS will read the New, Save, Print, ... tooltips.

By the way, in eclipse 3.1, you can now give focus to the toolbar using tab 
(or shift+tab, depending on where you start), and then use the tab key and 
left/right arrow keys to switch focus to different tools in the toolbar. JAWS 
will read out the name of the tool when you do this. This is a better solution 
than getting JAWS to read the tooltips, because a blind user does not use 
tooltips.
