Many operations I perform (Delete a project for example) when opening the 
progress dialog shows a progress bar that moves along BUT when ever I press 
details, it never shows anything.  

Can we disable the button in the case where we have no details?

Fixed for build 20040604-1600. Now we enable the user dialog but not the 
general one except when the runnable is blocked.

Verified in I20040609 (0800).  Details button was disabled when doing a build 
or removing a project or several projects.  Details button was enabled (and 
worked) when doing a search.  Details were shown in this case.
