The plugin.xml for the org.eclipse.core.ant plugin exposes the NetComponents.jar
in a library tag.  This jar does not exist in any of the latest integration
builds.  Either the NetComponents.jar should be included in the build, or the
library tag should be removed.

Because of licensing issues the NetComponent.jar cannot be included with the 
ant.core plug-in. The library tag is there for convenience. I agree that it 
does not feel right to have an entry without a jar. We should remove it and 
anyone that needs it should use a fragment get the jar.
