Build 20011122.

In the variables view, the static and field buttons are deselected when the 
items are to be shown, and selected when they are to be hidden.
These are counter-intuitive, and inconsistent with the other filter buttons.

We are consistent with the java outliner actions - show/hide fields, and 
show/hide static members. Closing bug unless it is agreed that Java UI will 
also change.

Reopening.

The java outliner does what we want for its sorting, so it should be possible
for us to do the right thing.

Need to investigate how to outliner creates the sort button with the correct
depressed state.

Verified toggle behavior.

Opened Bug 14895 for the removal of dynamic tooltip text on these buttons.
