Bug 59528 fixed a flash on tab switch by changing the order that the controls
are set visible.  Unfortunately, the flash still exists when you close an
editor.  Ideally we should be able to do the same fix as before: show the new
part before hiding the old one.

This is working in 3.2 RC1
