Some plugins may want to start themselves conditionally.
Currently, the startup extension point does not allow conditions to be specified.

See bug 61683 for an example.

Note that the Startup and Shutdown preference page lists the plugins declaring a
startup extension.  Should it give some indication when the startup is
conditional?  The user probably doesn't care too much about the condition, if any.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
Please reopen this bug if it is still valid for you.
