From bug 6076:
- How does one get hover help when in keyboard mode?

Is there SWT or OS support for this?  We have tooltips on toolbar buttons, view 
titles, editor tabs, and possibly other controls.

Talked to CM and TC. There doesn't appear to be any way to do this in the o/s. 
Re-open PR with the key sequence which makes this happen if we are wrong.
