Toolbar buttons don't have a name attribute seen through MS Inspect Objects if 
I tab & arrow through them. All controls should have object information 
accessible to assistive technology. The required information is name, role and 
state as seen by using Microsoft Inspect Objects. 

Since Eclipse main toolbar buttons have tooltips, hovering the mouse over them 
exposes this info to MS Inspect, but if I tab to the toolbar buttons, and use 
the arrow between buttons in a group, there is no Name attribute associated 
with the buttons.

If I'm a screen reader user, I'd prefer to use tab & arrow keys rather than 
mouse, so I'd need the object info exposed with tab & arrow events as well as 
with mouse events.
