The progress forwarding that the ProgressManager uses ayncExecs. This update 
should be batched.

Lowering priority as this is only used in progress dialog right now and hence 
not really affecting the rest of the UI.

This is now only done to update the dialog.

These bugs were modified after M1 had shipped.  I'm attaching them to the 3.1 
M2 milestone so that they are picked up for the test pass.  If they were fixed 
earlier, please feel free to remove the target milestone.
