Allow clicking on view/editor title icons to drop down a menu. This is the 
same menu that you get when you right click on the tab or view title. It 
mimics native MDI behavior and is familiar to users.

(regression from 3.0m7, related to bug 52685 and bug 52780).

Native to what?  It was a completely new behavior when I saw it in Eclipse.

For example XP does it on main and MDI windows.

There is no plan to work on this at this time

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
