Since update to 4.23, the Import User Libraries / Browse... button opens a file browse dialog at the root (This PC) level instead of in the folder referenced by the currently selected user library. Previously, it would open in the correct (last used) location, allowing repeated/multiple imports. Note that I am on Windows 11, not Windows 10, however the browse button was working fine on Windows 11 and Eclipse 4.22.

Exact details steps to try:
1. Go-to "Windows > Preferences"
2. Go-to "User Libraries"
3. Click on import > Browser
4. Select any Eclipse/plugin *.jar file(you may require to change file filter to *.*)
5. Press Open
6. Now press the Browser button again and you will notice that FileDialog forgets the last path.

Not yet but I'll fix it before the next platform release.
