split of from bug 578578:
If a user wants autobuild off he has a reason. The IDE should probably not block the workspace anymore. So the IDE should stop the current autobuild. 
Currently the actual autobuild is just resuming.

The user has a chance to cancel it manually in the progress View but the IDE should do that automatically. Especially if the autobuild is running as a system job it's not obvious to see for the user.
