So , what is the solution ?  Bug 553650 was reported in 2019 .

This is a bug reporting utility, not a support forum. Your question is very short, and ask like a support question, you didn't explain what a 'fallback font' is or should do. Using search, I found that a request for this functionality was made before (in 2019). That request explains (slightly better) what kind of functionality you expect. In short, this functionality is not offered by Eclipse yet.
If you consider it a important feature, consider to provide it yourself or hire someone to implemented it for you. Open source doesn't mean that you get all features for free, someone is paying for it in the end either by donating time or money.
