The toolbar buttons in the help control if the Preference page are not accessible using keyboard. 
While the users can invoke the help using F1, the only way to invoke Import/Export preferences, Preference Recorder, and Initialize preferences buttons is using the mouse. Using tab key does not move the focus over these buttons.
