Import wizard screenshot

In the "Import..." wizard, The working set import feature is completely missing.

Tried with these downloads:

The working wizard in Eclipse 2019-03 (4.11.0)

Here is a screenshot of the wizard in Eclipse 2019-03 (4.11.0) .
It contains the "Working sets" entry.
