When running with platform-ui loaded from HEAD with all prerequisites as 
binary plug-ins the initial update of the progress view  took 1469 ms.

STEPS
1) Put the org.eclipse.ui .options file in your Eclipse install
2) Set debug to true and org.eclipse.ui/debug/uijob.longwarning=true to true
3) Run Eclipse. Time is printed to the log.

My benchmarks ended up taking schedule time from the job manager into account. 
On correction of this I rebenched and this was OK.
