In a freshly installed Eclipse (SDK) using a fresh, empty workspace the following steps don't work:

1. Close welcome screen
2. Ctrl+3 to open, e.g., Git Repositories view

In fact Ctrl+3 does nothing at this state.

It takes some window / view activity to wake up that short-cut. In the most recent instance I think clicking into the Outline was the trigger after which the shortcut worked. 

I've seen this many times over the last months, years(?). Currently observed in:
Eclipse SDK
Version: 2021-09 (4.21)
Build id: I20210811-1800
