Summary: DBCS: UTF-8 encoding file can be opened In MS949(Korean) encoding

Steps to recreate problem:
1-Go to Window> Preferences, Expand Workbench, click Editor, Change the text 
file encoding to Other:UTF-8
2-Creat a simple file-"CDE", and input some Korea Charactors, save and close it.
3-repeat step 1, but change the text file encoding to Default(MS949).
4-double click file-"CDE"
<<Error>> 
        file "CDE" is opend, and showed in garbage
<<Expected Result>>
        UTF-8 encoding file can not be opened in MS949 encoding setting.

Are you suggesting to detect the case where a file is opened in an 
encoding that differs from the encoding that was used to save the file originally?

yes. 

Eclipse will detect the file opening in current encoding setting that differs 
from the encoding that was used to save the file originally. 

In CHS/CHT locale, if the encoding that was used to save the file originally is 
differs from current encoding setting, the file can not be opened. 
But in KOR locale, the file saved in UTF-8 originally can still be opened in 
MS949 encoding and showed in garbage.

At first, we created and save a file in UTF-8 encoding with UTF-8 as container 
encoding. (Goto Window>Preference>Workbench>Editor, select "Other:UTF-8" as the 
Text File Encoding).
Close the file in the Editor View.

Then, change the container encoding to MS949. Try to open the file.

File was opened, but show garbage code. Just like i said as before.

But i redo this scerinaro on window 2003/CHS,
This file can not be opened, please see the screen_shot.

We create a project to run runOnServer function, open the 
runonserver.properties file, but show garbage code.
(By Window>Preference>Workbence>Editor, the Encoding is "Defect:MS950")

If change the Encoding to "Other:UTF-8" setting, it show still garbage code.
