This is an addition to https://bugs.eclipse.org/bugs/show_bug.cgi?id=570078

Since one of the last version it seems that background-jobs are blocking the complete ui?
For exmaple while building workspace is running I cannot edit files (even in projects that are not currently building)

While a background job is running there is a progress together with a red cancel-button in the statusbar.

At least on windows the progress an the cancel-buttons vanish if you switch from eclipse to another application and back to eclipse.
In my case it's enough to click on windows-taskbar and then somewhere in eclipse.

After that you have no chance to cancel the job.

You can not click an any menu, open other files and so on.
In some cases you can exit eclipse but while "saving workspace" it waits until the job is finished.
