Currently we only allow italization for the title as a result of busy state 
changing. We should consider making this more standard API for views to use.

To me this is a generalization of the busy state.  Perhaps a tri-state busy
state would be better: not busy, busy, done.

A tri state is quite a significant change and I don't think a good idea at 
this stage.

Done and not busy are the same state - that is complete. The done (bold) state 
is only for catching attention.

If we decide  to do this some way to change the tab to italics (maybe by 
promoting showBusy on IWorkbenchSiteProgressService to API) this might be best.

However it is not clear we want to do it as it makes it easy to get tabs into 
an inconsisten (i.e. always italic state).

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
