1. From the Product Export editor, choose "Eclipse product export wizard"
2. In the Wizard options, check "Generate p2 Repository", "Export for multiple platforms", and "Allow for binary cycles in target platform"
3. Click Next and select "macosx (cocoa/aarch64)" and "macosx (cocoa/x86_64)" as the target platforms
4. Click Finish

The output of these two platforms is as follows:

MacOS
macosx.cocoa.aarch64
macosx.cocoa.x86_64
repository
Resources
Info.plist

However, there is only one executable inside the "MacOS" folder which is the x86_64 one. The aarch64 executable has presumably been over-written by this one.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
