Adding the "Description" capability sounds good, but adding at the main page can have lot of impact.

Not sure, where to add this new property.

Suggestions are welcome.

Would be nice if the description was visible immediately when selecting a run config, or even always, like the name. 

But if it is easier to implement, by all means put in the last tab or create a new one.

Issue is not implementation, adding in front will be much easier, but Platform Debug is a base component and many components have built their configurations on top of this and a breaking change like this might disrupt some assumptions of theirs.
