Currently the Read Me, Migration document gets created for each release.
Now it will be a rolling one for 1 year. 
New document will be created for June release.

We will assess if it needs to be re created every June, or the same file can be be used.

Moving it to 4.21 as this may require lot of changes, especially for migration document.
