Hello,
I'am using  Eclipse IDE for Enterprise Java Developers (includes Incubating components)

Version: 2020-06 (4.16.0)
Build id: 20200615-1200

I'am using it with Liberty Runtime and server and Maven multimodules projects.
I import Three project.

I have a persisting problem: a system: building is launched in loop and blocking any other action. It appears even when I swich off automatic build in workspace and autorefresh on server.
I ingore from where it can appear.

Thanks for reporting. We do not have enough information to do something with this. 

First, upgrade to 2020-12.

Then make sure that no faulty plugin is causing this

Then, attach the smallest possible projects that show this effect.

If this is not possible then you have to do a triage yourself.

1. Try to find and attach all the logs (see error log view)
2. Provide a movie that clearly shows what you are seeing
3. Provide the configuration (CTRL+3 copy config to clipboard -> put in file -> attach)
