Raising bug to capture open issues discussed in https://git.eclipse.org/r/c/platform/eclipse.platform.swt.binaries/+/174085

This bug is to capture future upgrade of Microsoft's NuGet package, current version is webview2.1.0.721:
Both the SDK (NuGet package) and the Edge itself update approximately every 6 weeks.
Older SDKs are forward compatible, so we don't need to update that often.

>> Update is necessary to use newly added API, but 1.0.721-prerelease (this patch) is good enough for now.

>> Note: This will require a new CQ(BTW, it should be a quick approval)
In new CQ, we should give reference to the original approved CQ.

Please evaluate for 4.20 release, if it's a good time to upgrade WebView2Loader.dll from latest NuGet package. Thanks!
