1. Create a new class and add enough lines for a scrollbar to appear.
2. Scroll with the mouse wheel. Note the speed (number of lines per scroll tick). For me it's exactly 3.
3. Restart Eclipse. The file will be open. Repeat step 2. For me it scrolls ~1.5-2 lines per tick.
4. Close the file and reopen it, the fast scrolling is restored.

The scroll speed should always be the faster one.
