4.18M3. The close X on the Welcome page tab has vanished.

Workaround: Minimize the window, then select Close from the closed icon context menu.

This happened to me, too.

I took drastic measures and deleted the behemoth file, .metadata/.plugins/org.eclipse.e4.workbench/workbench.xmi and restarted.

Can you attach the workbench.xmi with the problematic (missing) close button? Then it can be investigated where in the model the problem is triggered.
