In Eclipse 2020-09, I have checked the setting in Window->Preferences->General->Keys; the setting shows as active, but the command does not work.

The command works, the keybinding does not seem to, though. Reproducible in the plain Text Editor.

Specifically, the keybinding affects Windows--macOS handles it fine.
