Build 20011105.

These are recommended accelerators for opening Properties dialogs.
Should apply to Navigator and Packages view.

The ALT+ENTER accelerator works as expected.  The ALT+double-click accelerator 
will not be implemented due to accessibility issues (single click vs double 
click etc).
