In project explorer, use working sets.

Reproduce:

1. Create new working set, and add some plugins to it, and select the working set.
2. Use "Go Into" on another working set, and then press "Up" button.
- Now the plugins added in step 1 is moved to "Other Projects" working set.
3. Restart Eclipse, and the working set is back and all looks good.
