Icons are missing in Package/Project Explorer as well as Open resource dialog.

Works fine in M2 build as well as I20200429-1800

Seems to be caused by the last commit for Bug 548430.

I can reproduce this. Working on it. For now I am pushing an intermediate patch that will fix the issue but alpha problem with breadcrumb will be back

Is it a revert of the commit or a different change? Since it's close to M3, I think it's safer to just revert the commit since the change was to fix the breadcrumb problem.
