build I20040324-0800

- resize the Outline either to be fairly wide, or fairly thin
- drag the Outline to the right of the editor area
- you get the right arrow
- drop
- the Outline ends up in the same place, but its width has been changed.

Either the drop should be disallowed in cases where the view ends up in the same
place, or it should maintain the same size.

Note: fixing this involves some tricky fiddling with LayoutTree. Since this is
low priority, it probably won't be fixed for 3.0.

Cleaning up defect lists by setting ones without recent traffic to 'REMIND'.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
