Taskbar actions

Improve the usability of working with multiple workspaces:

When Eclipse is pinned to the Win10 task bar, a right click onto the symbol shows today some actions. see attachment.

Here it would be helpful to show selectors for the recent workspaces:

- Select workspace ... (opens the selection dialog)
- Start workspace c:\..\ws1 (directly starts a new Eclipse instance with that ws)
- Start workspace c:\..\ws2

Please consider contributing the feature. Some pointers:

- How to contribute: https://www.eclipse.org/contribute/ 
- The actions you see there come from Mylyn. You may refer to the Mylyn sources to see how they integrate
- The addition may be specific for Windows. So the addition might be to a windows fragment
- It is likely the Equinox framework where this has to be added, since there are the launchers
