Please check the following link and referenced pages, https://wiki.eclipse.org/FAQ_How_do_I_report_a_bug_in_Eclipse%3F It looks like you are using some older Eclipse version, can you still reproduce it on the latest released version?

The picture indeed shows that the button is not enabled. The picture does not show: - Which version of Eclipse do you use? 2018-12?? - Which Eclipse product do you use? IDE for Javascript and Web Developers?? - How did you install? Eclipse installer or product download? - Does the same issue occur in Eclipse 2019-03?
