ISWTResourceUtilities / ResourceUtilities contains a method imageDescriptorFromURI. Looks like a common case, we should either use an existing API or move this API to JFace.

Changes in ISWTResourceUtilities / ResourceUtilities are still not done, only method to JFace was added.
