After windows 10 update I cannot type ~ character(in Turkish keyboard alt+ü) anywhere in Eclipse. I downloaded 2019_06, 2019_09 but both are same. Checked Windows 10 keyboard settings. I can type in any program except Eclipse.
I have using Eclipse with this issue for 3 months.

Do you know which update caused the problem? Was it a feature update, or just a smaller one?

I have no experience with Turkish keyboard layout but I would expect ~ is a dead key which make this presumable same problem as bug 551724. The mentioned windows update support this assumption.
