When select 'Top Level Elements >> Working Sets' in the project explorer it works nicely. When we do the same in Project Explorer... it seems to do nothing.

It has been explained to me that you can 'fix' this by explicitly selecting which working sets you want to see:

... but that seems like an unintuitive extra step that should not be necessary to me.

So I suggest that if user doesn't explicitly select which workinsets they want to see, make it behave similar to package explorer and just show all of them (as well as a 'other' or 'none' set for stuff not in any (of the selected) workingsets).
