Steps to reproduce
Eclipse installation: latest

1) Install plugins via eclipse marketplace (for example wild web developer or eclipse cdt (c++ development)
2) Restart eclipse
3) Try to delete the line on the editor using ctrl+d
4) actual -> Nothing happens, expected result -> line got removed

Please note that after another restart shortcut is working again, but that is confusing.

Which editor? Does it work in the text editor?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
