The mouse pointer should change to indicate that the toolbar cannot be dragged 
to an illegal area such as an Editor.  The current behavior is the same as 
Microsoft IE, but I think this would be a nice usability enhancement.

Cleaning up defect lists by setting ones without recent traffic to 'REMIND'.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
