Eclipse doesn't follow redirects when proxies are set - specifically when trying to install or update plugins.

One specific plugin is PyDev, and the install doesn't work either through the help menu -> install new software, or help menu -> Eclipse Marketplace.

If plugins are at the location, and no redirects are required, plugins do install correctly. (Snyk Security Scanner - through the eclipse marketplace for example)

The proxy I'm trying to go through does not require a user and password.

Is there a setting that can be set in the eclipse.ini, or some other configuration file to make this work - or is this just a bug?

Eclipse seems to function properly and follow redirects correctly when proxies are not required.
